thanks for joining us. i'm kris sanchez along with rob mayeda. we have complete coverage of the 49ers in just a few moments, but we want to get to your forecast as well. you might be getting up early to go to the grocery store. >> if you're going to be enjoying folks coming by to watch the big game, it's going to be a little on the foggy side. 49 degrees. san francisco, san mateo right now. reduced visibilities in napa. we're going to see a lot of low clouds on the coast. could have misty skies at times this morning. through the afternoon we're looking at partly cloudy skies, highs in the upper 50s. not 49, but 59 degrees san francisco today. close to 60 in san jose. by the way, as we take a look at what's happening right now around new orleans, temperatures starting to climb into the upper 50s. highs there could be close to 58. inside the dome, it doesn't

matter. pleasant weather in new orleans this morning. >> thank you very much, rob. we have been waiting two long weeks for this day. some 49ers fans remind us they've actually been waiting 18 years. but now it is finally here. super bowl xlvii just 8 1/2 hours a way. and it will be a historymaker when the niners and baltimore ravens take the field at the superdome in new orleans in front of nearly 80,000 fans. there is no doubt that the niners are geared up and ready for a tough battle. we're joined now from the big ease with an exclusive look at the team's final preparations and whether or not anybody got any sleep last night. >> reporter: yeah, i can't speak for anyone else. i got about seven hours, i'm feeling well rested. you heard about the roar of the crowd in about 8 1/2 hours. right now we just have the roar of a leaf blower here on the banks of the mississippi. the 49ers have had a good week of practice, jim harbaugh

getting through most of the workouts ahead of schedule. they've actually been shorter practices than allotted for. they went through their final workout yesterday in the superdome. only one reporter was there to see it. that's right, the only pool reporter allowed to get in was our very own mat maicco. matt, what did you see? >> reporter: on saturday, the 49ers had their final preparation, a walk-through at the superdome. and what caught jim harbaugh's eye was that the lights in the superdome seemed brighter than they did in the regular season. so the 49ers had about an 18-minute walk-through, and hundreds of family and friends that attended the gathering. the 49ers players signed autographs and posed for pictures with family members. the most popular guy was colin kaepernick, he posed for a lot of pictures with nonfamily members. through all of this, newfound stardom, jim harbaugh said colin kaepernick has remained the same player, and he feels the 49ers as a whole have refostered that.

i want to see a game that's real competitive. but i feel like the niners are going to win this 24/7 team. >> what makes kaepernick such a big differencemaker? >> i think his legs, his confidence. he's cool, calm, collected guy. he seems to thrive under pressure. >> he's having a great year. he's playing well, running the ball well. he's got to play within himself. >> coming up later in the newscast, we'll show you some of the big winners from that awards show, including who was named the nfl's most valuable player. here in the bay area, super bowl celebrations are helping businesses also boost their bottom lines. grocery stores, bars, restaurants, all reporting higher than usual sales this weekend. one grocery store chain said sales are up more than 30% over the same time last year. some restaurants say they are so busy, they turned down some catering orders. bars are opening early, some of them as early as 8:00 this morning for people who want to

start their super bowl celebrations early. >> it's going to be live energy. off the hook. niners everywhere screaming, shouting, chanting, singing. it's going to be great. >> now, san francisco city officials are urging people to celebrate responsibly. they don't want a repeat of the celebrations that turned violent after the giants world series win last year. san francisco district attorney says many of those accused vandals were busted via social media. so you never know who's watching. and a special tribute to the super bowl happening in the big apple today. starting at sunset tonight, the empire state building's world famous tower lights will alternate 49ers red and gold and ravens purple and white. when either team scores a touchdown, the lights will sparkle in the team's colors.

new details this morning in the death of a 13-year-old girl whose naked body was found in a fairfield park. her foster family reported her missing thursday and a man found her body early the next morning.

here is the latest. >> i miss you. i miss her. >> reporter: kayla can't believe her friend is gone. the victim just 13, and a student at green valley middle school. kayla said they performed together in a school talent show. >> we sang together. and when people sing together, they share souls. i shared my soul with her. >> reporter: her grief follows the shocking discovery of her friend's body friday morning. >> there was a body in the park. >> reporter: eric may is a homeless man who found the girl's body in a parking lot at allen wit park. >> it looked like she was dragged out a car and thrown there. it made me sick. once i realized that was a human being and now there's a body. >> reporter: may said the girl's body was naked face down and there were no signs of trauma. he checked for signs of life and there were none.

>> all the life drained out of her. she was gone. but i had to touch her. i had to know >> reporter: may said he immediately flagged down a police officer. fairfield police confirmed may's story, and say he is not considered a suspect in the case. investigators are now revealing surveillance footage from the park and elsewhere for clues. >> there are cameras all over the city, near allenwood and outside and in the general area. >> reporter: the community is horrified. tiffany hawkins' 13-year-old daughter emily atends the same middle school as the victim. >> i hate to let my daughter walk to the doughnut shop. >> investigators tell us they did question several people, but that there are no suspects right now. investigators are not releasing the teenager's name until her family can be properly notified. still ahead, on "today in the bay," the most famous tattoo artist in the country maybe?

after their hometown hero. then there were words of encouragement to kaepernick on the eve of the big game. >> we're proud! yea! go colin! go niners! >> we're extremely proud of colin kaepernick. >> to top it all off, the city's mayor even proclaimed this weekend kol inkaepernick and 49ers weekend. kaepernicking, taking off across the country, but where did it come from? we took a trip to reno to find out. >> reporter: it's the move that's got the niner faithful coming down with full kaepernick fever. #kaepernicking has over 9,000 photos and counting on instagrams. various youtube videos and a trademark in the works. but there's much more to why the young quarterback celebrates this way. the message he kisses on his

when they were attending the university of nevada, reno. >> it was pretty much him previewing my art. for him, it's like a trademark. kissing his bicep, i love that. >> reporter: although he's admittedly a fan of boston teams, his allegiance lies with the owner of his now famous canvas. >> i will really go for kap. that makes sense. he became my friend. he helps me out with my business. you know what i mean? i get to see him, i get to tattoo him. that's more than anything. >> rob mayeda is here with a look at the weekend forecast. i think that's an odd gesture for someone constantly described as totally humble. what do you think? >> if it keeps him grounded at the moment in the game, i hope we'll see plenty of that this afternoon in the big game. let's take you out to new orleans right now.

you're looking live just outside the superdome there. we've got sunshine, and our temperatures, actually a little bit cool in new orleans. here's the reason. you've got a bit of a northeast wind instead of a gulf breeze. should top out close to 70 this afternoon. sunny skies, and for most of the bay area, mostly sunny skies inland. this is good luck, 49 degrees. 47 in san jose. one weather story this morning might be some patchy fog. not a whole lot of wind out there. bit of an onshore breeze pushing in low clouds in san francisco. there you see the visibility in the north bay, we have areas about a mile or two due to patchy low clouds this morning. you can see on the satellite, a lot of high clouds heading off to the north. yesterday we had a lot of clouds coming up to the south. those have moved off to the east. we'll see partly cloudy skies today and it should be a little warmer with hours of sunlight on the inland valleys.

on the coast we'll continue to see areas of low clouds. and maybe mist at times, down from pillar point around half moon bay. into the afternoon, partly cloudy conditions. the winds off the ocean, though, keeping things cool around the peninsula and the coast. we'll see the weekend finish off in the 50s. but inland we should still manage 60s. by 9:00, partly cloudy skies. hopefully as the super bowl celebrations are officially under way after the game. 62 degrees san jose. 63 in santa cruz. that will be the warm spot on the coast today. closer to pleasanton, low 60s. the winds coming in out of the northwest, very likely you'll only see highs upper 50s to near 60 around san francisco. and close to 60 in santa rosa. 63 in napa. next three days, this is the dry part of the week. morning clouds and increasing clouds by tuesday night. watch the temperatures very closely wednesday and thursday. they're going to drop a good 10 to 15 degrees. so here comes a chance of finally seeing rain back in the

picture. that will be thursday. not a lot of rain, but chilly rain. as you see the temperatures dropping off low 50s for high. the air will be cold enough maybe to get a little bit of snow, near 3,000 feet or slightly lower. so that's going to be interesting. we've had these days in the 60s. yesterday was a bit cool, today and tomorrow looks pretty good with 60s inland. big drop in temperatures thursday and friday. >> you need to add to your weather gear back there with the wineo meter. >> there's a different kind of wine country in the newsroom. much more ahead on "today in the bay." plenty of passionate 49ers fans over the last few weeks, but none quite like niner jan. how her generosity created a lasting legacy. orleans, but the

notable fan who will not be there. she was with the team nearly every day before she died. "today in the bay's" warren scott has the story of the woman. >> reporter: all around new orleans there's a spirit intensifying around the super bowl and it brings to mind the passionate 49ers fan, niner jan. we visited her home a few years ago before she passed away. >> win or lose, there are people there supporting us. of course, in times like this where we're winning, a lot of people come out and they're enthusiastic about the onfield play. but they never forget about the people behind it. >> reporter: players remember

her for her generosity in being at team headquarters every day to deliver cookies and well wishes. >> every year for christmas, you would get a gift from her. she wrote everyone a personal christmas card. she made them personally. she always showed appreciation for the team and the players and what we did. >> reporter: true to the niners to the end when jan died of cancer a couple of years ago she donated her entire state to the 49ers foundation, the charity that the 49ers helped support. >> the mission is to keep kids safe, and on track in school. jan didn't have children of her own, but she was such a natural caregiver, that resonated with her. there's a continuing legacy of her involvement with the 49ers. >> reporter: here's something that really may impress you and bring everything home. jan was a native of new orleans. and said she had never seen a football game until the 49ers were taking on the broncos in the super bowl here in new orleans. you would have to think how a

mostly sunny skies. kind of a cool start to the morning. fairfield 41 degrees. should see partly cloudy skies into the afternoon, up to 49 degre -- 59 degrees later today. and in new orleans it is now 58 degrees. notice the wind direction northeast at seven. comfortable walking around the french quarter this morning. 68 later on this afternoon. it should be fantastic for the fans lucky enough to have tickets and walking into the super bowl in a few hours from now. >> got to be exciting. thank you, rob. just eight hours, it will be kickoff time. fans will be watching a historic battle between two coaches who are brothers. they will hear the roar of nearly 80,000 fans, many of them from the bay area. for some, the fun of new orleans was just pregame entertainment. joining us now from new orleans

with a look around town and what the 49ers are saying about today's history making game. >> reporter: yeah, i can confirm that the weather is great right now. one of the main reasons why the super bowl has come to new orleans for now. ten times, they've played seven of those games inside the superdome. it's warm in new orleans this time of year. february is pretty fun with mardi gras going on, by the way. we've been here for about a week. the bankrurunt of the fans have in the last couple of days. i do have to admit that the 49er fans do seem to be outnumbered, not scientific, but they seem to be outnumbered by ravens fans so far. the ravens fans are out here in full force this morning. the game should be a defensive game. both teams very similar. the 49ers are favored by 3 1/2, or 4 points, depending on who you talk to. both these teams have never lost a super bowl. the 49ers have a few more under their belt.

last play, switch back over here. we will have wall-to-wall coverage for you. we have a team of reporters on the ground in new orleans. they'll have reaction from the players, the coaches and the fans. and now, to news of the day. new details this morning in the death of a 13-year-old girl whose naked body was found in a fairfield park. the girl's foster family reported her missing thursday, and a man found her body at allen witt park early the next morning. the teenager was a student at nearby green valley middle school. eric may is a homeless man who found the girl's body shortly before 6:00 friday morning in that park. >> she was just dragged out of her car and thrown there like a bag of trash. it made me sick. once i realized that that was a human being, and that was a body, you could tell all the life was drained out of her. she was gone. but i had to touch her. i had to know. >> may said he immediately flagged down a police officer.

fairfield police confirmed may's story, and say that he is not considered a suspect in the case. investigators are now reviewing surveillance footage from the park and elsewhere around the area for clues. investigators say they have questioned several people, but are not releasing the teenager's name until her family can be properly notified. happening now, law enforcement officials in alabama continue to surround an underground bunker where a 5-year-old boy is still held hostage by a suspected murderer. the standoff is now in its fifth day. suspect jimmy lee dykes allegedly grabbed the boy off a school bus after shooting and killing the bus driver. he's described as a survivalist who does not trust the government. the bunker is on his property. authorities have been talking with dykes through a pipe. new this morning, police in boston are questioning a charter bus driver after a crash there injured dozens of people. on that bus, high school

students and their chaperones from pennsylvania who were headed home after a visit to the harvard university campus. one person has life-threatening injuries, three more were seriously hurt. and then 30 others suffered minor injuries. police say the bus hit an overpass, and that the driver ignored the low clearance warning signs. a man is under arrest this morning in connection with the killing of a former navy s.e.a.l. officials say chris kyle and another man were found shot to death at a texas gun range yesterday. the suspect fled the scene but was later found driving kyle's car, and was taken into custody. kyle served four tours in iraq and recorded more than 150 sniper kills from 1999 to 2009, the most in u.s. military history. still ahead on "today in the bay," the san jose sharks' perfect streak comes to an end. both fans and players say this could be their year. just ahead, one thing motivating that team.

looking live at san jose, and the clouds that kept us a little chilly yesterday. what's going to happen today? we'll check with rob mayeda in just a bit. the win streak is now over for the sharks. the team lost to the national predators in a shootout last night at the tank. the sharks are now 7-0-1 on the season. but the loss did not dampen the spirit of the fans at the tank because they say they're excited to see how well the team is doing on the ice. they are also thrilled to see the niners in the super bowl. they said it is a great time to be a sports fan in the bay area. >> it's just awesome right now. everything's going great. the bay area is here. >> i'm a huge giants fan, san francisco giants fan, and to see them win, now to see the 49ers in the super bowl, and i think they're going to win. they've done a great job. and i think it's extra

motivation for us to make a splash here as well. >> the sharks are now heading on the road to anaheim, but say they'll be paying very close attention to the super bowl. and why not. meantime, the warriors keep their hot streak going. curry missed the last two games with an ankle injury. the warriors have won four straight games. and minnesota vikings running back adrian peterson was named the associated press' most valuable player and offensive player of the year. peterson averaged six yards a carry. pretty impressive considering he suffered a career-threatening knee injury in 2011. we've still got more ahead on "today in the bay," including a sitdown with nbc bay area political analyst larry gerston. we want to know if the effort to solve the overcrowded prisons

comfort... individualized. realignment or the shifting of state prisoners to county jails has been touted as a way to reduce the state's overcrowded prisons and cut costs. and it sounds reasonable enough. but the question now is, is it working. nbc bay area political analyst larry gerston joins us with insight. why has the state gone into the business of moving inmates from prisons closer to home? we have heard officials say that it betters their chances of not reoffending. >> recidivism they call it. that could be a reason. there are two big issues here. you talk about other things, but two big issues. the courts and money. you would figure money always gets in these kinds of things. the u.s. supreme court in 2011, kris, found that with the state's prisons operating at

180% of capacity, not good. inmates were subjected to intolerable living conditions. in hallways, gyms, kitchens, anywhere they could put a bed. the courts said this isn't right. you're harming their constitutional rights. the state was given a couple of years to reduce its prison population. huge population, from 175,000 to about 110,000 by this coming june. since then, okay, we've moved about 45,000 prisoners. a big jerry brown effort. some to other states. mostly to the county jails which leads us to this whole discussion. also, we have to talk about money. that's the second factor. prisons are the third highest cost when it comes to the state budget. $9 billion every year in the state prisons. so the realignment is a huge cost savings for the state. here's why. it costs about $50,000 per

prisoner, per year. a lot of money in the state prison. but if you shift them to a county jail, the costs are about $15,000, 1-5, okay? because of considerably less security. that means for californians, the potential to save hundreds of millions of dollars, maybe billions before it's all done, by transferring prisoners to other county locations. facilities. that's a boon. that's a real boon for the state budget. >> we talked to sheriffs around the bay area. greg monk in san mateo, they said they have to come with some money. we can't do it on our own. >> i think you're really getting to where things get a little slippery. there's no doubt about it. the state is on the way to complying with the court's order. although not as quickly as the court wants. okay, fine. but it's really another matter as to whether or not california will mead the 2013 deadline, but

other issues as well. you get to the heart of it, the state is supposed to reimburse the counties that receive additional inmates. but leaders in several counties, they say, guess what, you're not paying us for everything that's going on. you're leaving us with a bill. why? because of the shift. and all the things that go with it. so the counties are in a bind. they've got all these prisoners, they feel they're not being compensated enough for the housing costs. so what they've done is, gone about paroling less violent prisoners in many cases, but still prisoners early, to make room. well, gueswhat. that leads to the next issue. now we've got more people going out in recidivism. over the past year, particularly, crime rates have risen in california more than any other year since 2004. in fact, one study shows that violent crime in california's largest city has had the biggest pop, if you will, in the last 25 years. not good. okay? the question is, are these

figures tied to realignment? is it a coincidence? too early to tell. >> folks are watching that. but the question then is, if you can't move them from the state prisons to the county jails, what other option is there? what choice do we have, other than early release? >> that's where it gets kind of dicey. why? because it would be so costly. california could go ahead and build additional prisons. there were a couple scheduled to be built. they cost about $1 billion a pop. that's an awful lot of money. you've got to maintain them as well. so that being the case, the state is stuck. we don't want to build more prisons. we're trying to let prisoners out. we have to work out the bugs, if you will, with local governments. i'll tell you something, given the shift, that's what realignment is, given the shift, the counties are going to be screaming bloody murder unless the state and counties can agree on some compensation formula that leaves the counties whole.

morning. nothing but sunshine. gorgeous start. right now it's quiet. won't be so quiet later on today, with super bowl sunday developing around the bay area. golden sunshine for most of the bay area so far, as we show you the 49ers flag atop downtown san francisco. waving in the sunshine there. a bit of an onshore breeze. temperatures appropriately enough, 49 degrees right now in san francisco. 47 in san jose. 40 in concord. napa 45. a little bit of patchy fog as well around some of those north bay valleys this morning. there you see the sea breeze into san francisco right now. visibility may be reduced for the next hour or so around santa rosa, and napa and gilroy. unlike yesterday, we had a lot of clouds spilling up from southern california, which helped block the sun and keep our temperatures down. today we're starting off with more sunshine and we should finish the day with a little more sunshine, too, as all that moisture that was over us saturday now has shifted off to the east. but with winds coming down the

coast today, we're going to continue to see patchy low clouds and maybe a little bit of mist around the peninsula coastline and around the north bay. inland locations, temperatures climbing up into the low 60s instead of the mid-50s we saw yesterday. by 3:00, partly cloudy skies moving in from the north. dry into 7:00. you can see a little bit of low cloud cover trying to punch into parts of the south bay. mainly clear skies to start the night and we'll see the low clouds heading into tomorrow morning. tri-valley locations will see highs in the low 60s today. as you get back closer to san francisco, upper 50s, to near 60 in san rafael. 59 san francisco, and 62 degrees around oakland. next three days we'll see a continuation of the same pattern, but everything changes big-time come wednesday and thursday. we're going to see a cold system dipping down from british
